Theodore Romankow is an experienced law
enforcement officer, attorney, and business professional with
over 45 years of experience in the public and private sectors.
During his successful 11-year tenure as
Prosecutor of Union County (NJ) from 2002 to 2013, Mr. Romankow
oversaw a staff of 250 assistant prosecutors, investigators, and
support personnel, as well as more than 1,500 sworn law
enforcement officers. Mr. Romankow and his team were responsible
for the following programs and operations within the county:
Member of the Joint Terrorism Taskforce (JTT) comprised of
the FBI and other federal, state, and local law enforcement
agencies. The JTT was tasked with taking action against
Established mandatory gang awareness
for educators in order to teach them how to recognize the
existence of gang activity in their schools.
Established cyber-safety training for
educators and law enforcement officers to help guide and
educate youth about cyber-bullying and cyber-safety.
Created workshops and training for
educators and law enforcement officers regarding
anti-bullying legislation (NJSA 18A:37-13 et seq).
Created and commanded the
Counter-Terrorism Unit (CTU) with the purpose of
interdicting terrorist activities in the county. CTU
collected, analyzed, and communicated all intelligence
gathered to state and federal agencies. It also helped
formulate security procedures to limit risk against terror
Commanded the Union County Emergency
Response Team/SWAT, which was the operational arm of the CTU
during a critical incident.
Member and liasion to the County
Prosecutors of the Regional Office of Intelligence Center (ROIC).
The mission of the ROIC was to collect data from all law
enforcement agencies (federal, state and local) to detect
and/or prevent criminal and terrorist activities.
Established the Gangs, Guns, Drugs
& Violent Crimes Task Force. It is now a fully operational
unit that is responsible for analyzing and arresting gangs,
drug dealers, and violent criminals.
Established a mental health unit
designed to divert certain non-violent defendants from the
criminal justice system. Was instrumental in assisting the
Union County Superior Court in creating a mental health
Conducted numerous wiretap
investigations resulting in the arrest and prosecution of
known drug traffickers, criminal enterprises, and dangerous
Expanded the Union County Child
Advocacy Center in order to provide improved facilities to
assist juvenile victims and their families.
Established the Union County
Homicide Task Force in response to the alarming number of
unsolved homicides in the county.
Mr. Romankow began his career as an
Assistant Deputy Public Defender in the Union County Public
Defender's office from 1968 to 1971. From 1971 to 2002, he was a
practicing lawyer and trial attorney in his own civil and
criminal litigation law practices, where he focused on criminal,
matrimonial, and negligence work.
Mr. Romankow holds a J.D. from Rutgers
University School of Law, and a BA in History from Seton Hall
University. He is a member of the New Jersey State Bar
Association, the Union County (NJ) Bar, the American Bar
Association, the National District Attorneys Association, and a
member and former President of the County Prosecutors
Association of New Jersey.
